compassion towards weaker section of society is the prerequisite to work for their development and upliftment. A civil servant should watch from a prism of empathy and responsibility to understand what is important, what is necessary and what a pure wastage is. Moreover, understanding people for whom you work, is the first step to keep aside your personal interests and working in the larger realm of public interests.
