· No policy yet to decide on fate of persons left out
ð The Government of India will have to deal with a complex problem after the publication of the National Register of Citizens (NRC) as till date, no decision has yet been taken on the fate of the people, whose names will not appear in the citizenship document.
ð The NRC will only point out who are the Indian nationals living in Assam and who are not. But it will be difficult to find out the country or origin of the people whose names do not appear in the NRC
ð As per the provisions of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, any person, not satisfied with the decisions of the claims and objections carried out during the process of updating the NRC would have a chance to appeal before the Tribunals within a period of 60 days. After the disposal of such cases by the Tribunals, names can be included or deleted from the NRC. The Government has now decided to extend the time frame for such appeals to 120 days. This will give the Government the time to formulate a policy for dealing with the persons whose names do not appear in the NRC
ð Sources also admitted that the possibility of large scale migration of suspected foreigners from Assam to other parts of the country following the publication of the NRC also cannot be ruled out and this may also create problems for the Government in the days to come.
