Assam among 5 states vulnerable to extreme climate events’
Assam, which has witnessed rainfall deficit of over 20% for the sixth time since 2010, is among the five states that are highly vulnerable to extreme Climate events such as floods, droughts and , according to a new study by the Council on Energy, Environment and Water (CEEW).
The study, “Mapping India’s Climate Vulnerability – A District-Level Assessment” done by Delhi-based think-tank CEEW, has faulted unsustainable landscape, lack of Infrastructure planning and human-induced microclimate change as the key drivers of this high vulnerability.
The northeastern zone, including Assam, Manipur, Sikkim, and Arunachal Pradesh, is only highly exposed to extreme flood events.Kamrup, Lakhimpur, Karbi Anglong, Hailakandi, Tinsukia and Dhemaji districts are also the flood hotspots in India.
A surge in extreme events has been observed across India after 2005. Our sensitivity analysis shows that this is primarily triggered by landscape disruptions. Various studies have confirmed the impact of landscape changes on the incidence of extreme events (UNEP 2009),” the study said.

Power Minister Launches Green Day Ahead Market
Power Minister RK Singh on 25 October launched the green day-ahead market (GDAM), In a bid to further deepen the electricity trade in India.

The launch will also present competitive price signals, besides offering an opportunity to the market participants to trade in green energy in the most transparent, flexible, competitive, and efficient manner.
The big industries can go green, and the Government would make efforts to simplify business, and GDAM is a step in that direction.
The Centre is working to implement the Green Hydrogen Mission.
The market-based competitive prices will provide another option to renewable generators to sell power and accelerate the renewable capacity.
The distribution utilities would also be able to sell surplus renewable power generated in their area.
PM Will Attend 18th ASEAN-India Summit On 28 October
Prime Minister Narendra Modi will attend the 18th ASEAN-India Summit Virtually on 28 October in Brunei.
Highlights:
Prime Minister Narendra Modi will review the status of the ASEAN-India Strategic PARTNERSHIP and assess progress made in critical areas including Covid-19 and Health, trade, Education and culture with his counterparts from ASEAN nations at the 18th ASEAN-India Summit.
According to an official statement released by the Ministry of External Affairs, the Summit will be attended by Heads of State/Government of the ten ASEAN countries.
Significant regional and international developments, including post-pandemic economic recovery, will also be discussed at the Summit.
PM Attends 16th East Asia Summit 27 October
Prime Minister Narendra Modi will virtually attend the 16th East Asia Summit held on 27 October.
Highlights:
The East Asia Summit is the premier Leaders-led conference in the Indo-Pacific.
Since its beginning in 2005, it has played a vital role in East Asia’s strategic and geopolitical evolution.
Apart from the 10 ASEAN Member states, East Asia Summit comprises India, China, Japan, Korea, Australia, New Zealand, the United States and Russia.
India Ranked 106th In 2021 FIFA Ranking
India has ranked 106th in the FIFA (Fdration Internationale de Football Association) Rankings 2021.

The Indian team position was raised to one spot after the SAFF – South Asian Football Federation Championship 2021 of team India led by Sunil Chhetri.
India has achieved the 106th position after beating Nepal in the summit clash.

New Border Law Adopted In China
China has enacted a national law on protection and exploitation of the countrys land border areas.
Highlights:
The new law has been enacted to maintain national security and manage border-related matters at the legal level amid regional tensions.
The new border law will come into effect from January 1, 2022. It mandates the Peoples Liberation Army (PLA) of China to counter any invasion, encroachment, infiltration, [or] provocation across the land borders of China.
The law also provides a legal framework for hard border closures, if needed.
The law requires the Chinese government to strengthen border DEFENCE, support economic & social development, and open up border areas.
